On April 25, 2018, the founder of J. R. Wauford & Company, Consulting Engineers, Inc. left this world for his eternal home. Mr. Wauford founded this company in 1956 and was the President of the firm until 2015. He has left a lasting impact on all who had the pleasure of knowing him, especially in the engineering industry.

Roy Wauford was a native of Lebanon, Tennessee first attending public schools and ultimately graduating from Castle Heights Military Academy. He attended Tennessee Tech University and then Vanderbilt University, graduating Cum Laude in 1952 with a Bachelor of Engineering Degree. After graduation, Roy worked at D.A.duPlantier, Consulting Engineers and the Tennessee Highway Department prior to establishing J. R. Wauford & Company, Consulting Engineers, Inc. in 1956. In 1960, he decided that his firm would focus on water and wastewater engineering which led to the firm being a leading regional environmental firm with projects completed in Tennessee, Kentucky, Alabama, Mississippi, Georgia, Virginia, and other states.

In 1969, he purchased Liberty State Bank where he served as President until 1999. He was a member of numerous professional and civic organizations including First Presbyterian Church in Lebanon. During his 60 years as President, he provided firm leadership and mentoring to numerous individuals during their employment as well as a stable source of income during their retirement. He will be greatly missed.




Tennessee Municipal League (TML)
The annual meeting of the Tennessee Municipal League (TML) will be held June 9-12 at the Knoxville Convention Center in Knoxville, Tennessee. We hope that all of our clients and friends will visit us at the Ice Cream Parlor. This event gives our firm an opportunity to express our gratitude to all those who serve Tennessee’s communities.

Water Professionals Conference
The annual Water Professionals Conference (the joint meeting of the KY-TN AWWA and WEA) will be held at the Music City Center in Nashville, Tennessee, July 8-11. Our Ice Cream Social is expected to have many participants and we certainly hope to see you during this year’s event!


Project Updates


Bristol, Tennessee
An evaluation of the condition of two 1.5 MG Concrete Storage Reservoirs is scheduled to be conducted soon.

An evaluation of the existing Lakeview Drive SPS pumping capacity to handle stormwater flow and eliminate SSO’s is complete and design is underway.


Chapel Hill, Tennessee
Site Certification has been submitted and approval of the Morningside Drive 8-inch Force Main project is expected soon. The $1.15M Sewer project is being funded by a CDBG and SRF loan.

A preliminary engineering report to be included with a Fast Track grant application is being prepared for a sewer line extension to an industrial area north of town.


Cleveland Utilities – Cleveland, Tennessee
Improvements to the Peak Wastewater Diversion Pumping Station are complete.


Columbia, Tennessee
All reports required for the EPA Administrative Order of Consent have been submitted. The first project required by the Order consists of the renovation of the Santa Fe SPS and GE SPS. Survey work is partially complete and should be finished in early June.


Chemical Building Nearing Completion Meadow Park Water Treatment Plant. Crossville, Tennessee

Crossville, Tennessee
Improvements at the Meadow Park WTP and Holiday WTP, which include constructing a new chemical building, as well as sandblasting and painting the pipe gallery, and replacing the existing settling basin equipment, began November 2017 with W&O Construction Co., Inc. being the contractor. The chemichal building is constructed with the exception of setting the chemical tanks and installing piping. A completion date is scheduled for the end of July.

The Meadow Park Water Treatment Plant Generator Project with Trinity Contracting Services Co., LLC is complete and closed out.
A preliminary study to determine the alternatives to supply the future raw water needs of Crossville has been presented to the Owner and appropriate regulatory agencies. An outline of required work to prepare permit applications is underway.

Survey is complete and design of 6,000 L.F. of 10-inch water line and 16,000 L.F. of 4-inch low pressure sewer is underway. This project reinforces the water transmission system as well as providing sewer service to the Meadow Park Lake area


Dayton, Tennessee
Design of the new $15.2M 4.0 MGD SBR WWTP and Third Avenue gravity conveyance line is underway. Site survey is complete and a geotechnical engineer has been recommended to the Owner.

Construction on the Industrial Park Water and Sewer System Improvements project, with Mayse Construction Company of Chattanooga, TN is complete and closed out.

A preliminary Engineering Report for application for a CDBG was submitted to Southeast Tennessee Development District sewer rehabilitation.

Award announcements are expected to be made in October 2018.

Plans and Specifications are complete for the State Route 30 utility relocation. TDOT is currently acquiring right of ways. Bids are planned for Summer 2018.

Preliminary work is complete for water supply to the Summer City System consisting of 16,000 L.F. of water line, a 750,000 gallon elevated storage tank, and two 2,100 GPM booster stations.

An application for a $1M ARC grant was submitted for a new 500,000 gallon water tank and 16-inch water line to increase flow to the Nokian Tire site.


Fentress County Utility District – Fentress County, Tennessee
The Highway 127/62 utility relocation project through TDOT has a letting date of February 2019. Design work is underway.

A pre-construction meeting has been conducted and commence work for the 12-inch Water Transmission Line from FCUD’s Clarkrange Tank to the Industrial Park is scheduled for June 4. John T. Hall Construction, Inc., of Sparta, TN is the Contractor at $376,717.05. The project is being funded through a TN ECD Site Development Grant for the Fentress County Industrial Development Board.


Halls, Tennessee
The semi-annual report has been submitted for the pre-treatment program.

Proposals for SCADA System Upgrades are being reviewed by the Owner.


Startup and Testing of Perforated Membrane Fine Bubble Diffusers in Aeration Basin No. 4 South Wastewater Treatment Plant. Henderson, Kentucky

Henderson Water Utility – Henderson, Kentucky
Improvements to the South WWTP Aeration Basins are underway. Basin No. 4 is in service, Basin No. 5 effluent structures have been cast, and the Contractor is working on side slopes for liner installation. This project includes the renovation of three existing earthen aeration basins with 60 mil synthetic liner system on the side slopes, poured in place concrete bottom slabs, new inlet and outlet piping and basin underdrain system. Nine-inch fine bubble disc diffusers are designed to be attached to the concrete bottom slab. The Contractor is M. Bowling, Inc. of Henderson, KY. a completion date of August 2018. This $3.2 million project has a completion date of August 2018.

Construction of the North Wastewater Treatment Plant Final Clarifiers No. 1 & No. 2 Rehabilitation project is continuing with the contractor, M. Bowling, Inc. Clarifier No. 1 and Clarifier No. 2equipment has been installed and electrical work is Both 140’ Ø clarifiers should be painted and placed into service by the end of June.

Plans for the South WTP Backwash Pumps are being revised and will be submitted to the Owner.

Plans and specifications for the South WWTP Instrumentation SCADA expansion project are complete and contracts will be bidding in June 2018. This project is funded by a $285,000 DRA grant.


Hohenwald, Tennessee
A Preliminary Engineering Report for application for a CDBG was submitted to South Central Development District for an electrical upgrade to the Swan Avenue Well and to continue water system leakage rehab. Award announcements are expected to be made in October 2018.

Lewis County, in partnership with Hohenwald, was awarded a $525,000 CDBG for continuing water system leakage rehabilitation at Cane Creek Road, S. Oak Street, and replacement of residential service lines. A meeting to discuss the second draft has been conducted.

The Buffalo Road water line is being replaced due to the city continuously repairing leaks; construction is expected to be complete June 2018. This project is being funded by an ARC Grant in the amount of $500,000. Ward Construction of Linden, TN, was the low bidder at $396,120.


Hopkinsville Water Environment Authority (HWEA) – Hopkinsville, Kentucky
Construction for the $1,007,405 sewer extension to Farm Credit Services, which will accommodate future growth, is underway with Cumberland Pipeline, LLC being the Contractor. The Contractor is working on cleaning sewers for inspection and punch list items.

80 percent draft plans for the Hammond Wood WWTP Expansion have been presented to the Owner. This $35 million project includes a new influent pumping station with coarse screening, headworks with fine screening and grit removal, anaerobic zone with submersible mixers for enhanced biological phosphorus removal, renovation of the existing oxidation ditches, fine bubble aeration and submersible mixers, new 110 foot diameter final clarifier, renovation of the existing return activated sludge pumping station, renovation of the existing chemical feed facilities, and permanent chemical feed facilities for peracetic acid disinfection. Biosolids are proposed to be stored in two 750,000 gallon aerated prestressed concrete sludge holding tanks before being dewatered by screw presses and solar dryers resulting in a class “A” product. A new operations and laboratory building is also being designed which includes facilities for operator training.


Humboldt, Tennessee
Design is underway for the new 5 MGD Wastewater Treatment Plant which includes a $1.5 million grant received from Economic Development Administration(EDA).

Design is wrapping up on the renovation of the Water Treatment Plant, new Municipal Supply Well, and Gibson County Elevated Water Storage Tank. An application for a grant through EDA has been submitted for water and sewer improvements.

A $500,000 Site Development Grant through TN ECD has been awarded for sewer service to the Gibson County Industrial Park.

A $525,000 CDBG was awarded for a new Grit Removal System at the Wastewater Treatment Plant and is out for bids. Bids will be received May 29.


Huntingdon, Tennessee
A preliminary engineering report and application has been submitted for inclusion in the 2018 CDBG funding. Award announcements are expected to be made October 2018.

A FastTrack grant was awarded for the replacement of the Buena Vista Road sewer pumping station. Design is beginning.

Survey is underway for the Disinfection System Improvements project to the Wastewater Treatment Plant.


Jackson Energy Authority (JEA), Tennessee
Progress continues on the $13.3M Disaster Community Development Block Grant focusing on five separate projects. The first project, 54-inch Riverside Interceptor Rehabilitation, was awarded to Layne Inliner, LLC of Orleans, IN at $964,266. Commence work date is scheduled for June.

The Johnson Creek and SFFD River SPS renovation project recently bid with Ronald Franks receiving the award at $1, 150, 000. Contract documents have been sent to the Contractor.

Design is nearing completion on the Miller Avenue Wastewater Treatment Plant Improvements and the horizontal directional drilled water line river crossings.


Lawrenceburg Utility Systems – Lawrenceburg, Tennessee
A final report for renovation of the 8.0 MGD Water Treatment Plant has been submitted to the Owner. A meeting has been conducted to evaluate funding sources.


Lewisburg, Tennessee
Bids for the WWTP Nutrient Removal Facilities were received with Contracting Services, Inc. of Culleoka, TN being the low bidder at $925,743.90.

Construction of water and sewer relocations for State Route 50/431 continues with 88 percent of water lines installed and 55 percent of sewer lines installed.

Survey is complete and drafting is underway for CDBG Sewer System Improvements in the amount of $525, 000.

Construction for the Snell Branch Sewage Pumping Station Renovation project with Richland, LLC of Pulaski, TN being the low bidder at $1,059,850, will begin once the pump and screens are delivered to the site.


Livingston, Tennessee
Construction for the Monroe Water System Improvements project, with- John T. Hall Construction of Sparta, TN being the lower bidder at $1, 562, 395, has begun and is 60 percent complete. The project consists of 33,000 L.F. of 6 and 8-inch water line and has a completion date of September 2018.

Construction for the Sewage Pumping Stations Renovation project, with John T. Hall Construction of Sparta, TN being the low bidder at $473,850 is underway. The project consists of the renovation of two sewage pumping stations and 1,400 L.F. of sewer line and has a completion date of July 31.

A bid opening for the WWTP renovation project, funded by a $525,000 CDBG, is scheduled for June 14.

Improvements at the Water Treatment Plant are underway with Southern Flow being the Contractor for control and instrumentation modifications at a cost of $151,000. The SC AD A upgrade is underway and will be complete soon.


Madisonville, Kentucky
A commence work date of June 11 is scheduled for the 10,000 L.F. of new 6 & 8-inch water lines and a new booster station. The new 250,000 gallon elevated tank for the new north high pressure zone project is underway with the old tank being removed and the Contractor soon to start foundation work. The low bidder for Contract 17-01 was Bobby Luttrell & Sons, LLC at $675,446.50 and the low bidder for Contract 17-02 was Phoenix Fabricators and Erectors, LLC at $734,500.


Maryville, Tennessee
Design of a new Sludge Thickener Building and two new belt presses is 50 percent complete.

A preliminary Alternative Disinfection Study is underway to investigate the use of alternate disinfectants and technologies at the WWTP.


Ohio County Water District – Ohio County, Kentucky
The Hoover Hill Interconnect Water Line project bid March 20 with Ernie approval before adoption. Davis & Sons Mechanical Inc. of Owensboro, Kentucky receiving the low bid at $276,303.


Paducah McCracken Joint Sewer Agency (JSA) – Paducah, Kentucky
A pre-bid conference is scheduled June 5 and a bid opening is scheduled for June 19 for the 15 MG Prestressed Concrete Combined Sewer Storage Tank. This tank is proposed to store wet weather combined sewer flows and will utilize a deep pile foundation.


Robinhood SPS. Pulaski, Tennessee

Pulaski, Tennessee
The Industrial Wastewater Survey (IWS) and calculation of the Plant Protection Criteria and Industrial Wastewater Discharge Limits (local limits) have been submitted to TDEC for approval.

Construction is underway for the $357,519 Harwell Heights and Robinhood Sewage Pumping Station Renovations with Contractor B. H. Craig Construction. Robinhood SPS is running and the Contractor is working on Harwell Heights SPS.

Construction for the $435,085.08 rehabilitation of approximately 5,000 L.F. of gravity sewer using pipe bursting methods is underway with Contractor MG Underground, LLC. Contractor burst 13 of 15 sewers, 4 of 13 Manholes have been installed, 5 service laterals remain.

The main interceptor investigation is underway. A CCTV subconsultant agreement has been signed and ROW is soon to be cleared.

A RFP for system integrators is being composed in relation to the WTP Controls and Tank Telemetry.


Savannah, Tennessee
Phase II of the TDOT State Route 128 road widening is complete.

Final plans have been submitted to TDOT for the SR128 project from Pyburns Road to Airport Road.

A NPDES Permit Renewal Application was submitted to TDEC.

A preliminary Engineering Report for application for a CDBG was submitted for sewer rehabilitation. Award announcements are expected to be made October 2018.

Construction of the new Influent Force Main at the WWTP was awarded to Ronald Franks with a bid of $148,000 and a start date of June 11.

The semi-annual report has been submitted and assistance was provided for the pretreatment compliance inspection.


Shelbyville Power, Water & Sewerage System (PW&SS) – Shelbyville, Tennessee
The IWS and Local Limits have been submitted to the State for preliminary approval before adoption.

Draft plans for the 2017 Phase III Sewer Rehab project are complete and the Owner is securing easements.

A bid opening for Shoffner Bomar and US Pencil SPS Replacements was conducted May 24.


Smithville, Tennessee
Technical assistance continues to be provided for pretreatment.

A preliminary Engineering Report for application for a CDBG was submitted to Upper Cumberland Development District for a Sewer System Rehab project. Award announcements are expected to be made October 2018.


Forms for the Center Wall Between SBR 1 and SBR 2 Being Set 1.6 MGD SBR WWTP Trenton, Tennessee

Trenton Light and Water – Trenton, Tennessee
Smith Contractors was awarded the $8,888,000 new 1.6 MGD Sequencing Batch Reactor (SBR) Wastewater Treatment Plant. The Contractor has placed 4 of 6 SBR concrete slabs and the west wall is complete. The effluent pump station slab and walls are placed. Headworks are excavated and ready for slab steel. The project has a completion date of March 2019.

Design and the TDOT permit are complete for the Eaton Street Sewer project.

A preliminary Engineering Report for re-application for a CDBG was submitted for a Sewer System Rehab project. Award announcements are expected to be made October 2018.


Union City, Tennessee
Utility line relocation plans for the I-69, Phase II and State Route 5 have been completed and are awaiting TDOT’s letting.

The FastTrack grant for an Industrial Park Water Line is complete.

A Delta Regional Authority Grant has been awarded in the amount of $300,000 for water improvements to the Industrial Park. Plans have been approved by TDEC and TDOT.
