TENNESSEE MUNICIPAL LEAGUE (TML)
The annual meeting of the TENNESSEE MUNICIPAL LEAGUE (TML) was held June 10-13 at the Embassy Suites in Murfreesboro. We enjoyed visiting with our clients and friends at the Ice Cream Parlor.

 

WATER PROFESSIONALS CONFERENCE
The annual WATER PROFESSIONALS CONFERENCE (the joint meeting of the KY-TN AWWA and WEA) was held at the Lexington Center in Lexington, Kentucky, July 9-12. Our Ice Cream Social was another great success and we certainly were pleased to see so many of our clients and friends at this event.

 

Project Updates


 

Bristol, Tennessee
Painting of the 1.5 MG Avoca Tank with Scott I. Enterprises is complete with a final cost of $143,114.

An evaluation for the renovation of two 1.5 MG Concrete Storage Reservoirs is underway.

An evaluation of the existing Boone Lake SPS pumping capacity to handle stormwater flow and eliminate SSO’s is complete and a preliminary report has been submitted to the Owner.

Design is complete and the Owner is currently installing a new Permanganate Feed at the Raw Water Intake.

 

Chapel Hill, Tennessee
Plans and specifications have been approved by ECD and all required planning information has been sent to SRF for the $1.15M Sewer project which is being funded by a CDBG and SRF loan.

A draft of a water system evaluation has been submitted to the Owner for review.

 

Cleveland Utilities – Cleveland, Tennessee
Improvements to the Peak Wastewater Diversion Pumping Station are scheduled to begin this month with W&O Construction Co., Inc. being the low bidder at $754,600.

 

Columbia, Tennessee
The Capacity Assessment Plan, Sewer System Evaluation Survey Work Plan, Fats, Oils and Grease Control Program, Sanitary Sewer Overflow Response Plan, Pump Station Operation and Preventive Maintenance Program, Continuing Sewer System Assessment Program, Infrastructure Rehabilitation Program, and Information Management Systems and Capacity Assessment Report are complete and approved by EPA as part of the Administrative Order of Consent. SSES work is ongoing and is 95 percent complete.

 

Crossville, Tennessee
The new water mains for the Holiday Drive and Lantana Estates Water Line Replacement Project, which consists of the replacement of 19,000 L.F. of 6-inch asbestos cement water line, have been installed and are in service. Clean-up is underway.

A bid opening for the Meadow Park and Holiday WTP Improvements project which includes constructing a new chemical building, as well as sandblasting and painting the pipe gallery, and replacing the existing settling basin equipment was held August 8 with W&O Construction Co., Inc. being the low bidder at $1,291,600.

The Meadow Park Water Treatment Plant Generator Project with Trinity Contracting Services Co., LLC being the low bidder at $233,466 is scheduled to commence September 5.

A study is underway to determine the alternatives to supply the future raw water needs of Crossville.

 

Dayton, Tennessee
The Sewer System Rehabilitation project, in the Kayser Roth area, in the amount of $432,000, is complete. Dynamic Construction was the Contractor.

The engineering report for improvements to the WWTP is complete and has been presented to Dayton. Surveying is to begin this month.

The design of Industrial Park Water and Sewer System Improvements is nearly complete. The improvements consist of 3,500 L.F. of 10-inch sewer and 4,000 L.F. of 10-inch water line.

Surveying work is underway for the State Route 30 utility relocation.

 

Fentress County Utility District – Fentress County, Tennessee
The new 200,000 gallon Clarkrange Elevated Water Storage Tank project, constructed by Phoenix Fabricators and Erectors at $610,717, is in service and complete.

The Highway 127/62 utility relocation project through TDOT has a letting date of February 2019. Design work is underway.

Surveying is scheduled for the 12-inch water transmission line from FCUD’s Clarkrange Tank to the Industrial Park, funded through a TNECD Site Development Grant.

 

Halls, Tennessee
The final NPDES Permit was issued by TDEC. The dormant pretreatment program has been approved by TDEC. Annual reporting is required.

Preliminary engineering work is underway related to SCADA system upgrades.

 

Henderson Water Utility – Henderson, Kentucky
Bids for improvements to the South WWTP Aeration Basins were opened July 14 with M. Bowling, Inc. of Henderson, KY being the low bidder at $3,182,150. A commence work date is scheduled for August 21 and a completion date of August 2018 has been set. This project includes the renovation of three existing earthen aeration basins with 60 mil synthetic liner system on the side slopes, poured in place concrete bottom slabs, new inlet at outlet piping and basin underdrain system.

Nine-inch fine bubble disc diffusers are proposed to be attached to the concrete bottom slab.

Construction of the North Wastewater Treatment Plant Final Clarifiers No. 1 & No. 2 Rehabilitation project is underway. M. Bowling, Inc. was the low bidder at $713,892. The Contractor awaits the arrival of the clarifier equipment.

 

Hohenwald, Tennessee
The Water Rehabilitation project funded by a 2016 Community Development Block Grant is underway with a pre-construction meeting held August 3 and a commence work date of September 18. Contracting Services of Culleoka, TN is the Contractor.

Design is underway for the replacement of the 6-inch Buffalo Road water line which is being funded by an ARC grant.

A report for inclusion in a 2017 CDBG Water Rehabilitation project was submitted to South Central Tennessee Development District for a partnership grant between Hohenwald and Lewis County. Awards are expected to be made Fall 2017.

 

Hopkinsville Water Environment Authority (HWEA) – Hopkinsville, Kentucky
A pre-construction meeting for the sewer extension to Farm Credit Services, which will accommodate future growth, was held July 14 with Cumberland Pipeline, LLC being the low bidder at $1,007,405. Construction has begun and a completion date of February 2018 has been scheduled.

Design work is underway for the $33.5 million Hammond Wood WWTP Expansion and Renovation.

 

Humboldt, Tennessee
Design work is continuing on the new Wastewater Treatment Plant.
The Facilities Plan has been submitted to SRF.

Humboldt Utilities was awarded a Site Development Grant for a water line to the Industrial Park. The $313,385 project was awarded to Barsto Construction and is complete.

Design work on a Sludge Dewatering Facility for the WWTP is underway and an application for EDA funding has been submitted.

A final report for inclusion in a 2017 CDBG Renovation project at the Wastewater Treatment Plant was submitted. Awards are expected to be made Fall 2017.

The NPDES Permit Renewal application has been prepared and submitted.

 

Jackson Energy Authority (JEA) – Jackson, Tennessee
Construction on the $2,999,257.48 Miller Avenue Wastewater Treatment Plant Improvements, with Garney Construction, is complete except final clean-up.

A $13.3M Disaster Community Development Block Grant was awarded for five separate projects including Miller Avenue WWTP work, sewer line replacement and rehabilitation, sewage pumping station renovations, and dual South Fork Forked Deer River utility crossings. Design work is underway.

Lawrenceburg Utility Systems – Lawrenceburg, Tennessee
A preliminary engineering study for renovation of the Water Treatment Plant is underway. A site visit has been conducted.

 

Lewisburg, Tennessee
Construction of water and sewer relocations for State Route 50/431 has begun and is expected to be complete Winter 2017/2018.

A report for inclusion in a 2017 CDBG Sewer Rehab project was submitted to South Central Tennessee Development District. Awards are expected to be made Fall 2017.

Plans and specifications, the Facility Plan, and supporting documentation for the WWTP Nutrient Removal Facilities were submitted to SRF.

Improvements at the Water Treatment Plant including Backwash/Water Supply Modifications is complete with Contracting Services being the low bidder at $179,560.

A Water System Capacity Study is underway.

 

Livingston, Tennessee
Plans and specifications for the Monroe Water System Improvements project, which consists of 33,000 L.F. of 6 and 8-inch water line. were submitted to TDEC and TDOT for approval. The booster station renovation is underway.

Clean out of Polishing Pond No. 1 & No. 2 at the Wastewater Treatment Plant is underway with W&O Construction being the low bidder at $229,168. Work is scheduled to be complete September 2017.

A report for inclusion in a 2017 CDBG WWTP project was submitted to the Upper Cumberland Development District. Awards are expected to be made Fall 2017.

Design is complete for the Renovation of seven Sewage Pumping Stations with TDEC approval received.

Improvements at the Water Treatment Plant are underway with Southern Flow being the Contractor for control and instrumentation modifications at a cost of $151,000. In addition, the City Lake Dam repair is complete with GeoFirma as the Contractor.

 

Madison Area Sewer Improvements. Madisonville, Kentucky

Madisonville, Kentucky
The Madison Square Area Sewer Improvements, consisting of 3,500 L.F. of 24-inch sewer, is underway. Twin States Utilities & Excavation, Inc. is the Contractor at $798,870. Completion is scheduled for November 2017.

Draft plans have been submitted to the Owner for 10,000 L.F. of new 6 & 8-inch water lines, a booster station, and new 250,000 gallon elevated tank for the new north high pressure zone.

 

Maryville, Tennessee
An application for the NPDES Permit Renewal was submitted to TDEC on June 29.

Design of a new Sludge Thickener Building and two new belt presses is 50 percent complete.

A preliminary Alternative Disinfection Study is underway to investigate the use of alternate disinfectants and technologies at the WWTP.

 

Ohio County Water District – Ohio County, Kentucky
Phase I Water System Improvements, which include 15,876 L.F. of 16-inch North Transmission Line, in the amount of $965,089, is complete and closed out.

The Water Treatment Plant Lagoon Sludge Removal project is complete and closed out.

Preliminary work is underway to eliminate a 6-inch bottleneck in the north area of the water system.

 

Paducah McCracken Joint Sewer Agency (JSA) – Paducah, Kentucky
A project kick-off meeting was held August 8 and site survey is complete for the 15 MG Tank. A geotechnical engineer has been selected and draft plans are underway.

The Manhole Rehabilitation project with Spectratech is complete and close-out has begun.

 

Pulaski, Tennessee
Technical assistance with the pretreatment program is ongoing.

The NPDES Permit Draft has been received and reviewed.

A bid opening is scheduled for August 22 for the rehabilitation of approximately 5,000 L.F. of gravity sewer and upgrading the Harwell Heights and Robinhood sewage pumping stations.

 

Savannah, Tennessee
Phase II of the TDOT State Route 128 road widening has been let and utilities are beginning to be relocated this month.

Design is underway for the Harbert Drive Sewer Rehabilitation project and assistance with flow monitoring is being provided.

A report for inclusion in a 2017 CDBG Sewer Rehab project was submitted. Awards are expected to be made Fall 2017.

Final plans have been submitted to TDOT for the SR128 project from Pyburns Road to Airport Road

 

Shelbyville Power, Water & Sewerage System (PW&SS) – Shelbyville, Tennessee
Revised permits have been submitted to permitted Industrial Users for their review.

A report for inclusion in a 2017 CDBG Sewer Rehab project was submitted to South Central Tennessee Development District. Awards are expected to be made Fall 2017.

 

Smithville, Tennessee
The $2.8M renovation of the 2.16 MGD SBR Wastewater Treatment Plant is nearing completion with the plant in operation. The Contractor is working on SCADA and sludge holding tank modifications. A completion date of October 2017 is expected.

The NPDES Permit Draft has been received for review.

 

Trenton Light and Water – Trenton, Tennessee
Smith Contractors was awarded the $8,888,000 new 1.6 MGD Sequencing Batch Reactor Wastewater Treatment Plant. A preconstruction meeting took place on August 14.

The final NPDES Permit has been issued by TDEC.

A report for inclusion in a 2017 CDBG Sewer Rehabilitation project has been submitted. Awards are expected to be made Fall 2017.

 

Union City, Tennessee
Utility line relocation plans for the I-69, Phase II and State Route 5 have been completed and are awaiting TDOT’s letting.

Construction of I-69 Phase III utility work is complete with clean-up remaining.

The 2016 Utility Rehabilitation project, with John T. Hall Contracting at $1,579,347 being the Contractor, is underway with 80 percent of work completed. A revised completion date of October 2017 is expected.

A FastTrack grant for an Industrial Park Water Line has been awarded and a bid opening is scheduled for August 24.
